South Dakota approves power plant gas-fired
South Dakota regulators approved two permits to allow Basin Electric Power Cooperative to build a $ 400,000,000 gas-fired, combined-cycle power plant near Brookings. Three members of the Public Utilities Commission agreed to approve the Deer Creek Station plant and pipelines to bring natural gas to fuel factories.
“This is $ 400,000,000 worth of investment and 30 full-time job. This is a good advantage that can arise from a building supply, energy safe, reliable and affordable,” said Chairman Dusty Johnson pUC.
Basin Electric, based in Bismarck, ND, still has a pending environmental impact studies by federal agents. The company hopes to begin construction in July and has factories in operation in 2012.
The factory, located about 12 miles east of Brookings in eastern South Dakota, could generate up to 300 megawatts of electricity. It will use natural gas to fire a single turbine. Heat from gas turbine exhaust will be used to heat water and create steam turbine to run second.
Permit approved Tuesday includes the conditions negotiated by Basin Electric and commission staff. PUC hearing about this problem only lasted for about half an hour because no one appeared at the meeting to oppose the project.
Basin Electric has addressed all the issues raised by local citizens review committee, said Principal Elkton Tony Simons, Member of the local panel.

Commissioners said the plant could work in coordination with wind power in the region. Project Manager Gavin McCollam said Deer Creek Station power plant can be quickly adjusted in accordance with the availability of wind power generated.
In response to questions from pUC, McCollam said using natural gas plant should have little effect on prices or no gas in the area.
